Prepare the account information
The City asks for names, birthdates, phone numbers, email, employment details, government identification other than a health card, emergency-contact details, service and billing addresses, start or end date, and any previous utility account or location. Have co-applicant information ready too.
Adding a co-applicant with verbal permission makes all parties responsible for account charges. Previous unpaid utility charges may be transferred. Amounts owing can be disclosed to either party, while other personal information is not shared.

Landlords, extended absences and bill questions
For separately metered rentals, landlords may stay in billing or have tenants responsible. A Landlord Service Agreement directs what happens when a tenant leaves without a new service application. The initial setup costs $25; later transfers from a departing tenant to the landlord have their transfer fee waived.
A billing suspension for an extended absence with no water use costs $25. The City says suspended accounts are not eligible for water after 90 days, so ask what that means for your return before suspending. Report a bill concern within 60 days of issue by calling 306-777-7000.
