Residential and visitor permits
Residential permits cost $15 plus GST and are for residents within eligible time-limited zones with high transient parking. They allow a longer stay than the posted limit, but the normal 24-hour limit still applies. They do not reserve a space.
Residents may buy up to two visitor permits. Each costs $5 plus GST when bought with a residential permit, or $15 plus GST separately. Visitor permits cover the block next to the address on the permit and do not allow more than 24 hours. They are not offered in the Stadium area or for apartments and similar dwellings.

Documents and vehicle ownership
Apply for residential and visitor permits at City Hall on weekdays, 8 a.m. to 4:45 p.m., excluding holidays. Bring a valid driver’s licence, vehicle registration and proof of residence.
Full-time students need vehicle registration, student registration or student ID, and a rental or lease agreement. Out-of-province students can provide valid out-of-province vehicle registration. A principal operator who is not the owner needs a letter from the owner. Drivers of employer-owned vehicles need proof of employment from that business.

Accessible paid parking has a separate permit
A SaskAbilities placard is used for reserved accessible spaces. Regina also sells a City permit to people with a valid placard for $12.50 per month or $150 per year. It allows up to three hours in paid parking zones without regular parking payment. Loading zones remain limited to 15 minutes.
For permits in paid zones, the City provides a request form to complete and email with supporting documents. Do not assume the online paid-zone process replaces the in-person residential-permit instructions. Ask parking@regina.ca which application fits your situation.
